Optimum Claim for Compensation

Charging fees, and continue to charge, but I have half service. When the customer service rep scheduled appointment. I got a call the day of the appointment to say not all the reps knew but we are not setting any house appointments.
Then when you call all they say is they are making note of my concern but I continue to be billed the same price as if I had full service. Then today I called, held on for 1 hour, just for operator to answer an say his earpiece not working and will call back. He has not and now it’s going on 5pm. My issue has been going on since 4/17. I refuse to pay my bill for full service when it has not been since 4/17. I need someone from headquarters to deal with me not the local customer service agent. I am looking to get this resolved, but now getting frustrated.

They need to tell me what they will refund me for the last two bills and the one coming for 5/22/2020
