PayPal Claim for Compensation

A company offered a chainsaw and I bought 2. The total order was $46.95 on August 21, 2020. The crook sent 2 little pieces of chainsaw chain. So, I made a dispute to Paypal and the crooked seller kept offering me a few dollars on more than 1 occasion, but I told him that I wanted all my money back. Paypal closed my case yesterday, October 11 2020. They said I didn’t respond to the rediculous offers, But I did. Paypal refuses to reopen the case.
