PayPal Claim for Compensation

What PayPal did:
PayPal has a 180 day process were if they decided not to do business with a customer they hold your funds for 180 days after that u can withdraw your funds PayPal is refusing to release my money so I can transfer to my debit card they been hold my money for 200 days they refusing to let me link my new debit card to the account I need help asap

What would you like the company to do to fix the problem?
I need my debit card or bank account linked to PayPal account but its giving me error message and PayPal refusing to fix it so please help
