AT&T Claim for Compensation

What AT&T did:
They sent a new phone in error, we returned the phone they say it was not received want full payment for the phone and send account to collections. I have made about 5-6 calls over last 6 months every time they tell me they will help but next time you call there’s “no notes” and the whole process starts over. I have paid monthly fees, and quite a bit of money to keep off credit while being worked out but now they want cost of phone in full over $1300
