AT&T Claim for Compensation

What AT&T did:
Phone had two payments left on my daughters phone which is 14, I change her number and the next day my daughter phone was black listed, after 3 weeks added a brand new phone on a different line and she was getting a lot of un necessary calls so I change the number and the same thing happen charging me ridiculous amount of charges for no explanation of why they black listed my new phone
