AT&T Claim for Compensation

What AT&T did:
I applied for at&t cell phone service some time last year but I canceled right after. They had already mailed out the phones so I had to mail back which I did within a month. I tried returning them to the main store but they refused to take the phones. Several weeks later I received a bill for $799.00 which had no phone number or device attached to it, when I called they just kept sending me to different extensions which no one helped this has been going on for almost a year now I have no clue what to do.
