PayPal Claim for Compensation

What PayPal did:
PayPal have harmed me badly and they want to steal my funds, I received $20,000.00
from my brother into my PayPal account between 14th and 15th December 2021. after they hold my account and email me that they will hold my funds in my PayPal account for 180 days before they will be emailing me instructions on how to withdraw my funds. Now it more than 11 months getting to a year PayPal haven’t email me any instruction on how to withdraw my funds and still limited my account and keeping my entire funds of $21,661,49
I just realize they want to steal my money and i needed legal assistance on PayPal to file lawsuit against them to release my funds for me.
