PayPal Claim for Compensation

What PayPal did:
i had a pay in 4 almost a year ago that had been paid off, yet it shows i still owe a balance of $0.00… this “balance” is preventing me from accessing services because you cannot have a balance to access certain services.. i’ve contacted them SEVERAL times and they will not do anything about it

i would like them to remove the $0.00 because it makes no sense

or delete my acct so i can create another acct, i cannot delete it on my end because, you cannot delete your acct until all past balances are paid
